Mitigasi Bencana Banjir Rob di Kecamatan Penjaringan, Jakarta Utara
Abstract
Penjaringan Subdistrict, North Jakarta, is one of the most vulnerable coastal areas to tidal flood hazards (rob) due to a combination of sea-level tides, global climate change, and massive land subsidence. This study aims to deeply analyze the mitigation strategies and efforts (structural and non-structural) implemented, as well as to identify the key challenges in managing tidal floods in Penjaringan. The research method employed is qualitative with a case study approach. Data were collected through in-depth interviews with local government officials, the Jakarta Regional Disaster Management Agency (BPBD), community leaders, and direct field observations of flood control infrastructure. The results indicate that structural mitigation efforts, such as the construction of sea/coastal dikes (NCICD), operation of pump stations, and polder systems, have significantly reduced the frequency of inundation. However, non-structural mitigations, including disaster education, risk-based spatial planning, and community-based early warning systems, still face operational challenges. Major challenges identified include ongoing land subsidence driven by deep groundwater extraction, degraded local drainage capacity, long-term financing constraints, and dense informal settlements in high-risk zones. This study recommends strict enforcement of groundwater extraction regulations, optimizing community involvement through the Disaster Resilient Village (Keltana) program, and integrating community-centered polder management.
