ASN Rank Promotion is an important process in career development as a reward for their performance. Problems related to the promotion process at the Kuningan Regency BKPSDM, namely
in 2021 to 2022 the target determination for promotion is not in accordance with the target set.
This study aims to find out and analyze the governance of civil servant promotion, the obstacles
encountered in the promotion process and the efforts made by the Kuningan District BKPSDM in
overcoming these obstacles. This type of research is descriptive qualitative with the number of
research informants as many as 5 people. Data collection techniques using interviews, observation
and documentation. The results of the study explain that the obstacle factors in the management of
ASN promotion at the Kuningan Regency BKPSDM are the lack of civil servants who understand
promotions online, incomplete files, and the lack of competency tests for functional positions. As
well as the efforts made by the Kuningan Regency BKPSDM by holding socialization and technical guidance, and coordinating with the education office so that they often conduct competency
tests and seminars/workshops. For the rules of the Kuningan Regency BKPSDM in carrying out
promotions, they still rely on Government Regulation Number 12 of 2002 concerning promotions
for State Civil Apparatuses
