Telaah Faktor Keberhasilan Inovasi Pelayanan Publik: Program POL PP Desa Kabupaten Kampar
Abstract
Improving the quality of public services has become one of the primary agendas of bureaucratic reform, encouraging local governments to introduce various innovations in public service delivery. These innovations are intended to enhance the effectiveness, efficiency, and responsiveness of public services. However, the success of innovation implementation depends not only on the novelty of the innovation itself but also on the organization's ability to manage the various factors that influence its planning, implementation, and sustainability. This study aims to analyze the factors determining the success of public service innovation through a literature review of the POL PP Desa Program in Kampar Regency. A qualitative approach was employed using a literature review method, drawing on various sources, including scholarly journal articles, books, government regulations, official reports, and other relevant documents related to public service innovation. The data were analyzed using the qualitative data analysis model proposed by Miles, Huberman, and Saldaña, which consists of data condensation, data display, and conclusion drawing and verification. The findings indicate that the success of public service innovation results from the integration of internal and external organizational factors. Internal factors include transformational leadership, an adaptive organizational culture, human resource competencies, and a flexible organizational structure. External factors comprise government policy support, public demands, and cross-sector collaboration. The review of the POL PP Desa Program in Kampar Regency demonstrates that successful innovation depends not only on the novelty of the program but also on the organization's capacity to create synergy among these supporting factors, thereby enabling the delivery of public services that are adaptive, collaborative, and responsive to community needs.
