ANALISIS CYBER BULLYING DALAM PERSPEKTIF TEORI AKTIVITAS RUTIN PADA PELAJAR SMA DI WILAYAH JAKARTA SELATAN

Abstract

The increase in cases of cyber bullying from year to year is not only due to the rapid development of
technology and information, but on the other hand there is an assumption that cyber bullying is not part of a
form of crime, delinquency or even irregularities. The presence of the Electronic Information and
Transaction Law can accommodate the legal limits of cyber bullying. However, in reality this is not enough
to reduce the variety of cases of cyber bullying that are increasingly prevalent. This condition is the
background of this research with the aim of formulating efforts to overcome cyber bullying by using the
theoretical perspective of routine activities. This includes the motivation of the actors, potential targets, and
system protection. This study describes the involvement of the role of perpetrators, victims and witnesses in
overcoming cyber bullying. The method used is qualitative with data collection techniques through in-depth
interviews, focus group discussion, and systematic observation of the behavior of the informants. Sources of
data came from the Indonesian Child Protection Commission (KPAI), National Commission for Child
Protection (KomnasPA), National Police, National Children's Forum, Harapan Ibu Islamic High School,
Alam Citra School, and written documents. Research classifies the role of schools to develop climate
school, the role of victims in addressing cyber bullying, and the role of actors in relation to potential legal
entanglement. The results of the study show that the prevention of cyber bullying does not involve the role of
all stakeholders, especially the participation of the government and law enforcement officials.
