STUDI KOMPARATIF PERAN PETUGAS IMIGRASI PEMBINA DESA (PIMPASA) DAN BHABINKAMTIBMAS SEBAGAI INSTRUMEN PEMOLISIAN BERBASIS KOMUNITAS DI TINGKAT DESA

Abstract

Village-level state presence relies on officers who can bridge formal policy with local social realities. Two figures currently performing this bridging role in Indonesia are the Village Development Immigration Officer (PIMPASA) under the Directorate General of Immigration and the Community Security and Order Development Officer (Bhabinkamtibmas) under the Indonesian National Police. Although both apply a community-based policing model and frequently collaborate in the field, they originate from different institutions, legal bases, and target orientations. This article compares the position, legal basis, duties, functions, authority, area coverage, approach methods, and expected outcomes of both roles, and identifies their similarities, differences, and potential synergies. The study employs a descriptive-comparative method through desk research on relevant regulations, policy documents, and academic literature. Findings show that PIMPASA and Bhabinkamtibmas share similarities as single-officer village-level apparatus emphasizing a pre-emptive function through partnership and trust-building, yet differ in institutional maturity, authority scope, and target specificity: Bhabinkamtibmas holds a broader mandate and is deployed almost evenly across villages nationwide, while PIMPASA maintains a narrower but deeper focus on immigration issues in selected assisted villages. The article recommends formally strengthening collaboration between the two through a collaborative-governance framework so that PIMPASA's immigration expertise and Bhabinkamtibmas's wider network can complement one another
